In the first case, Austin police officers worked with the Minnesota Bureau of Criminal Apprehension to use a confidential informant to purchase methamphetamine from Heuangsayaseng on March 11, 2015. The informant bought about 9 grams of meth from him and turned it over the police.

Then on April 9, 2015, Austin police officers were dispatched to the 600 block of 10th Street Northeast regarding a domestic assault. Officers heard Heuangsayaseng and the victim yelling as they approached the front door.

Both appeared to be intoxicated. Heuangsayaseng was put in handcuffs for officer safety and a folding knife was found on him.

The victim declined medical attention and said Heuangsayaseng had assaulted her before.

Despite the prison sentence for those two cases, Heuangsayaseng is still scheduled for a Dec. 12 jury trial after being charged with felony domestic assault, third-degree assault and gross misdemeanor theft this April.

While he had multiple felony warrants out for his arrest, Heuangsayaseng allegedly assaulted a woman the day before he was arrested and charged.

In that case, officers were dispatched to the 1600 block of 12th Street Southwest and blocked the street to speak with the assault victim and search, unsuccessfully, for Heuangsayaseng, who they believed to be armed with a gun.

Then while searching for him on April 1, police barricaded the 1600 block of 12th Street Southwest, and they later found him and the gun on the 200 block of 12th Avenue Southwest.
