Council adopts assessment rates for 2019 street improvements; No written objections received from public

The Austin City Council approved street improvement assessments for four proposed projects for 2019 during its regular meeting Monday evening.

Members of the public raised no objections during the public hearing segment of the meeting. City Engineer Steven Lang said the Public Works Department did not receive any written objections to the proposed assessments.

14th Street Southeast

Improvement work on 14th Street, from Fourth Avenue Southeast to north of First Avenue Southeast, is scheduled to begin in mid-July and is expected to take three months, depending on the weather. The estimated cost for improvements is $405,000, with $97,607.49 being assessed to adjacent property owners as follows:

  • Residential street – $46.75 per linear foot
  • 4-inch thick sidewalk – $5.25 per square foot
  • 6-inch thick sidewalk (through driveways) – $7.50 per square foot

Ninth, 10th and 11th Streets Southwest

Street improvements in this area will be done in two phases. Work on 10th Street Southwest, from First Avenue to Sixth Avenue Southwest, and 11th Street Southwest, from First Avenue to Second Avenue Southwest, will begin in mid-May. Work on Ninth Street Southwest, from First Avenue to Sixth Avenue Southwest, will begin in July. Construction on each phase will take approximately 3 ½ months, depending on the weather. The estimated cost of the project is $1,405,000, with $218,046.62 being assessed to adjacent property owners as follows:

  • Residential street – $46.75 per linear foot
  • Curb and gutter – $16.50 per linear foot
  • 4-inch thick sidewalk – $5.25 per square foot
  • 6-inch thick sidewalk (through driveways) – $7.50 per square foot

Sixth Street and 11th Avenue Northwest

Work done on these streets will also be conducted in two phases. Construction on Sixth Street Northwest, between Eighth Avenue and 13th Avenue Northwest, will begin in mid-May, while work on 11th Avenue Northwest, from Fourth Street to Eighth Street Northwest, will begin in mid to late June. Construction on each phase is expected to take approximately 3 ½ months, depending on the weather. The estimated cost for improvements is $1,175,000, with $214,615.60 being assessed to adjacent property owners as follows:

  • Residential street – $46.75 per linear foot
  • Curb and gutter – $16.50 per linear foot
  • 4-inch thick sidewalk – $5.25 per square foot
  • 6-inch thick sidewalk (through driveways) – $7.50 per square foot

Oakland Place Southeast

Construction on Oakland Place Southeast, between 10th and 11th Street Southeast, will begin after school ends in June and will be completed in mid to late August. The estimated cost of the project is $950,000, with $13,423.43 being assessed to adjacent properties as follows:

  • Commercial street – $66.75 per linear foot
  • 4-inch thick sidewalk – $5.25 per square foot
  • 6-inch thick sidewalk (through driveways) – $7.50 per square foot

Assessment bills will be sent out to adjacent property owners in late August and early September for all projects. Payment options include:

  • Pay the amount in full by Oct. 31, 2019, without interest;
  • Pay at least 50 percent of the amount by Oct. 31, 2019, without interest, with the remainder added to property taxes, spread out over 15 years with interest; or
  • Do not pay anything by Oct. 31, 2019, with entire balance added to property taxes, spread out over 15 years with interest.

Interest rates on all projects will be five percent.

If an individual is over the age of 65, lives on the property and financially qualifies, the assessment may be deferred with interest until the property is sold.

The council also voted to set the date of a public hearing on street improvements for Sixth Street Northeast, between 30th Avenue and 36th Avenue Northeast, for its next regular meeting on April 1.
