BURNSVILLE — A grand jury in Dakota County has concluded a fatal shooting by police in Burnsville was justified.

Thirty-eight-year-old Map Kong, of Chaska, was fatally shot in the parking lot of a McDonald’s restaurant March 17. Authorities say Kong was armed with a knife and ignored repeated orders by police to drop his weapon. Officers twice used a stun gun on Kong, but it failed to stop him.

Police Chief Eric Gieseke says officers decided to shoot Kong when he ran toward traffic on Highway 13, still armed with his large dagger.
