MNsure gets third chance at meeting enrollment goals

ST. PAUL — Did MNsure miss the mark on enrollment for a third straight year?

Minnesota’s health insurance exchange was due to report its registration tally on Monday. Open enrollment for consumer health plans ended on Sunday.

Private plan sign-ups are critical to MNsure because a fee on those policies helps fund its budget. But the marketplace has fallen short of enrollment goals since it opened in 2013.

MNsure chief executive Allison O’Toole said last week that the rush of last-minute shoppers could help the exchange eclipse its goal of reaching 83,000 plans. But critics have pointed out that goal has been cut several times.

The exchange was touting the availability of tax credits this year to offset a big spike in health insurance costs.
