ST. PAUL — A grand jury in Ramsey County has determined there is no cause to charge a St. Paul officer who fatally shot a man involved in a confrontation with police last summer.

Thirty-six-year-old Guillermo Canas was killed by Officer Joseph Sandquist last August after the man raised a rock and approached police. Officers had been called to a neighborhood after witnesses said the man was damaging vehicles and breaking windows with a pipe.

Canas’ sister-in-law, Marta Lopez, said police should have tried other options to calm him. Lopez says her brother-in-law had been telling family members for months that he kept “seeing people” who would hit him.
