Report: Trooper has record of unprofessionalism

WOODBURY, Minn. (AP) — A report says the Minnesota state trooper who leads a suspended drug training program has a documented track record of unprofessionalism.

Although Sgt. Rick Munoz hasn’t been implicated in recent allegations of impropriety within the program, documents obtained by Minnesota Public Radio show he’s been reprimanded for belittling citizens, jailing a motorist for no reason and humiliating people he was supposed to help.

One account comes from April Carrillo, who Munoz stopped for speeding in 2011.

Carrillo says Munoz claimed the temporary registration in the rear window of her new car was fake, even though it wasn’t, ordered everyone out of the car including a passenger who had just had surgery, and had the car towed.

MPR says an internal affairs investigation confirms Carrillo’s account.

Munoz declined to comment.
