A separated couple shares custody of their young child but, given past conflicts and safety concerns, they have special requirements for exchanges.
It’s a common situation in which two parents have been ordered to do child exchanges and visitations at a neutral, supervised location.

As Supervised Visitation Awareness Month comes to an end, the nonprofit Parenting Resource Center (PRC) is reminding the public of the services offered at the Michael H. Seibel Family Visitation and Exchange Center in Austin.
Supervised visitation plays a vital role in supporting healthy parent-child relationships while ensuring the safety and well-being of families navigating high-conflict or potentially dangerous situations, said Amber Mattson, PRC’s family support services coordinator.
“Supervised visitation is about more than just logistics,” Mattson said. “It’s about giving families—especially children—a chance to preserve connections in a space where they feel protected and supported.”
In 2024, Seibel Center assisted with more than 1,500 hours of supervised visitation and more than 200 child exchanges. So far in 2025, the center already has provided 136 individuals (adults and children) with services for supervised visits or exchanges.
Seibel Center provides a safe, supportive environment for supervised visitations and exchanges. Staff are present to ensure transitions happen smoothly and calmly, minimizing stress for the child and giving both parents peace of mind.
By offering a neutral space and trained staff, Seibel Center ensures the child can maintain healthy relationships with both parents while prioritizing the child’s emotional well-being and safety.
Seibel Center serves families affected by domestic violence, sexual assault, dating violence, child abuse and stalking. It offers structured, professionally monitored visitation that prioritizes safety and respectful interaction.
Opened in 2008, the center was founded in honor of the late Judge Michael H. Seibel, who was a Mower County judge and dedicated advocate for the safety of women and children. Seibel’s legacy continues through the center’s work.
Seibel Center is open by appointment only from 8:00 a.m. to 8:00 p.m. seven days a week. Families interested in services can contact the Seibel Center staff at 507-434-7550 or email seibel@prc-austinmn.org to schedule an orientation.
During orientation, families are introduced to the center’s policies and procedures, complete intake paperwork and receive a facility tour.
