Two individuals were arrested Monday afternoon after police raided a residence on an arrest warrant.

According to Austin Police Chief David McKichan, Austin police, with assistance from the Special Emergency Response Team, Southeastern Minnesota Violent Crime Task Force and the Bureau of Criminal Apprehension, apprehended an individual on an arrest warrant at 1:02 p.m. on Monday at a residence in the 600 block of Ninth Street Southwest. Law enforcement utilized a flash bang grenade outside the residence as a distraction before entering the residence.

Inside, police arrested Christopher Michael Loving, 47, of Rochester, who had two Minnesota felony warrants on charges of failing to register as a predatory offender and a warrant in Wisconsin for a crime of violence.

Court records indicate the Minnesota warrants were issued after Loving failed to show up to court hearings on May 3.

McKichan indicated police also found narcotics inside the residence and arrested the occupant, Patricia Jean Briones, 62, of Austin. Briones is currently being held at the Mower County Jail and will appear in court today on charges of gross misdemeanor fifth-degree drug possession and petty misdemeanor possession of drug paraphernalia.

A review of Loving’s criminal history shows prior convictions for criminal sexual conduct, drug sales, assault and failure to register as a predatory offender.
