Level 2 offender released in Austin; Has history of sexual contact with underage victims

The Austin Police Department announced that Clarence Joseph Opheim, 71, a level two predatory offender, was released into Austin on Friday.

Opheim, who will be residing at a residence in the 800 block of 10th Avenue Southeast, has a history of sexual conduct and contact with male and female children and teenagers. These include sexual conversation, touching and penetration. Opheim gained compliance from his victims through manipulation, bribery, threats, force and use of a weapon.

The APD is releasing this information pursuant to Minnesota Statutes, which authorizes law enforcement agencies to inform communities of a public registrant’s release from prison or a secure treatment facility should the agency believe the release of information will enhance the public’s safety. Law enforcement may notify staff members of public and private educational institutions, day care establishments, or other establishments and organizations that primarily serve individuals likely to be victimized by the registrant.

Opheim has served his court-imposed sentence and is not currently wanted by law enforcement. Police warn that any individuals who use the provided information to harass, threaten or intimidate Opheim could face criminal charges.
