Man charged with strangling, punching woman; Alleged victim complained of dizziness, headache

Aung Tun Lay, 30, of Austin was charged on Tuesday in Mower County District Court with felony domestic assault by strangulation and two counts of gross misdemeanor domestic assault.
According to the court complaint, officers responded to a domestic disturbance call at 1:46 p.m. on Friday in the 1400 block of Fifth Street Northwest. They met with a woman who had a bruised and swollen face. Through an interpreter, police learned that she had been assaulted by Lay.
The victim said that Lay punched her in the face and that she bit him on the shoulder, the complaint said. Officers observed more injuries on her neck, which she said were from Lay strangling her two days prior. She said she was afraid Lay was going to kill her when he strangled her and that her throat still hurt. She said that she was only able to swallow liquids after the incident and had a headache and felt dizzy. She also said she didn’t call the police because he took her cell phone and broke it.
The complaint states the victim claimed Lay has assaulted her in the past. Lay was arrested while at work and police observed a possible bite mark near his shoulder.
A review of Lay’s criminal record shows a prior conviction for domestic assault.
Lay will appear in court again on Oct. 22.
