Council passes special vehicle ordinance; Affects operations of UTVs, ATVs, mini-trucks and motorized golf carts

The Austin City Council unanimously approved an ordinance regulating special vehicles during its regular meeting Monday evening.
Under the ordinance, special vehicles are defined as utility task vehicles (UTVs), all-terrain vehicles (ATVs), mini-trucks and motorized golf carts.
The ordinance requires those who wish to operate UTVs on streets, alleys, sidewalks or other public property to apply for a permit through the city. The UTV permit will cost $30, will be valid for one year, and will only be issued if the applicant has a valid Minnesota driver’s license and insurance covering the UTV.
The ordinance also requires that UTVs be equipped with at least two head and tail lights, front and rear turn signal lamps, a rear-view mirror, a seatbelt for the driver and front passenger and a windshield. If no windshield, the driver and passengers must wear some form of eye protection.
UTVs may not be operated in inclement weather conditions or at anytime there is insufficient light to clearly see persons and vehicles on the road at a distance of 500 feet.
City staff will not be required to obtain permits when operating city owned UTVs, motorized golf carts and mini-trucks on city streets, sidewalks, trails, rights-of-way and public property while conducting city business.
Under the ordinance, motorized golf carts, ATVs (not defined as UTVs under Minnesota state statute) and mini-trucks are not permitted on streets, alleys, sidewalks, or public property in the City of Austin. The use of golf carts, ATVs and UTVs may be approved for special events.
The ordinance is scheduled to go into effect on Oct. 14.
