Racine man allegedly rams woman’s car

Jacob Elliott Bucknell, 30, of Racine was charged on Friday in Mower County District Court with felony second-degree assault with a dangerous weapon and felony domestic assault.
According to the court complaint, an Olmsted County deputy contacted a Mower County deputy at 7:25 p.m. on Wednesday regarding a domestic assault case that occurred in Mower County. The Olmsted deputy was with the victim, an adult woman, at Casey’s General Store in Stewartville. She told the deputy that she and Bucknell had been in an argument at a residence in the 31000 block of 770th Avenue in Racine. When she left in her Mazda, Bucknell followed her in a pickup truck and smashed into the back of her vehicle twice while driving down the gravel road. She said he followed her to Casey’s in Stewartville, where they talked some more before he drove into the direction of Rochester.
The deputy reported damage to the Mazda, the complaint said.

The Mower deputy then met with the victim in Racine. The deputy observed a dent on the driver side rear bumper, a fresh “scuff mark” near the license plate, and that the middle of the rear bumper was pushed in and the sides had popped out, the complaint states. The victim said the incident occurred near 770th Avenue and 320th Street. Another deputy found tire marks in the area consistent with the victim’s story.
The victim said she and Bucknell were arguing in her car after telling him that she was leaving to go to her parent’s house, the complaint states. She said he refused to get out of her car, at one point pulling her by the ear and saying, “You need to do what I say. Okay, you stupid (expletive) you need to drive, you need to go right now, because these people are going to call the cops.” She also alleged that he had punched her in the eye earlier that day.
The victim then told the deputy that he got out of the car and she left the property, the complaint states. He then followed her in his truck, ramming her car about half a mile down 770th Avenue. The victim estimated speeds to be 30-40 miles per hour and that Bucknell struck her car three times. She then pulled over on the gravel road and went into a cornfield because, “I didn’t know what he was going to do.”
The victim called the Mower County Law Enforcement Center at 11:50 p.m. on Wednesday to report that Bucknell had called her from the Kahler Hotel in Rochester, telling her to pick him up, the complaint states. Rochester Police located and arrested Bucknell, who refused to make any statements.
A review of Bucknell’s criminal history shows prior convictions for assault, theft, burglary, harassment, receiving stolen property, damage to property and fleeing police.
Bucknell will appear in court again on Sept. 20.
