Drivers with permits from other states can’t drive in Minn.

Question: Can a young driver with a North Dakota Driving Permit legally drive in Minnesota? How about in other states?

Answer: No, they cannot legally drive in Minnesota. In Minnesota, a nonresident who is at least 15 years old may drive here if they have in their immediate possession a valid driver’s license from their home state or country.

If you are traveling in other states, I would recommend checking with them on their laws prior to making your trip.
