Council approves 2018 street project feasibility reports; Public hearing set for Feb. 20

The Austin City Council approved five feasibility reports for the 2018 Street Reconstruction Program during its regular meeting on Tuesday.

The approved reports were for projects at 19th Street Northeast, Fifth Street and 12th Avenue Northwest, 14th and 15th Avenue Southwest, the Woodson School 2018 Phase and the First Street Northwest Concrete Rehab.

The Fifth Street and 12th Avenue Northwest, 14th and 15th Avenue Southwest, and Woodson School 2018 Phase projects will be paid for with a combination of assessment bonds, the wastewater treatment plant fund and the storm water utility district fund. The 19th Street Northeast and First Street Northwest Concrete Rehab projects will be paid for with a combination of municipal state aid, the wastewater treatment plant fund and the storm water utility district fund.

According to Public Works Director Steven Lange, 40 percent of the cost will be assessed to the adjacent property owners, meaning 20 percent will be assessed to each side. The city will pay for the remaining 60 percent. Bills to residents will be sent out in September. Residents will then have until the end of October to pay a portion or the full amount. If they do not pay, the bill will be put onto their property taxes and spread out over 15 years with interest.

The projects are broken down as follows:

 

• 19th Street Northeast (Oakland Avenue East to Eighth Avenue Northeast)

Estimated construction cost: $1,700,000 (MSA – $1,300,000, WWTP – $200,000, SWUD – $200,000)

Last roadway construction: 1962

1. Removal of existing concrete pavement and deficient sidewalk;

2. Replace with eight inches of concrete pavement and six-inch aggregate base;

3. Construction of 12-foot driving lanes and eight-foot wide parking lanes;

4. Upgrade storm sewer with addition of catch basins and repair/replace deteriorated structures;

5. Replace portions of sanitary sewer main (and service lines) and manholes and line remainder with cured-in-place piping;

6. Provide ADA pedestrian ramps at intersections and upgrade deficient sidewalk; and

7. Gas, water and electrical work from Austin Utilities.

 

• Fifth Street Northwest (Eighth Avenue to 12th Avenue Northwest) and 12th Avenue Northwest (Fifth Street to 10th Street Northwest)

Estimated construction cost: $1,125,000 (Assessment Bonds – $800,000, WWTP – $235,000, SWUD – $90,000)

Last roadway construction: circa 1950s

1. Removal of existing asphalt pavement, curb and gutter, and deficient sidewalk;

2. Install new curb and gutter, 4.5 inches of asphalt pavement and six-inch aggregate base;

3. Upgrade storm sewer with addition of catch basins and repair/replace deteriorated structures;

4. Replace portions of sanitary sewer main (and service lines) and manholes and line remainder with cured-in-place piping;

5. Provide ADA pedestrian ramps at intersections and upgrade deficient sidewalk; and

6. Gas, water and electrical work from Austin Utilities.

 

• 14th Avenue Southwest (Fourth Street to Eighth Street Southwest) and 15th Avenue Southwest (Fourth Street to Sixth Street Southwest)

Estimated construction cost: $715,000 (Assessment Bonds – $525,000, WWTP – $100,000, SWUD – $90,000)

Last roadway construction: circa 1950s

1. Removal of existing asphalt pavement, curb and gutter, and deficient sidewalk;

2. Install new curb and gutter, 4.5 inches of asphalt pavement and six-inch aggregate base;

3. Upgrade storm sewer with addition of catch basins and repair/replace deteriorated structures;

4. Replace portions of sanitary sewer main (and service lines) and manholes and line remainder with cured-in-place piping;

5. Provide ADA pedestrian ramps at intersections and upgrade deficient sidewalk; and

6. Gas, water and electrical work from Austin Utilities.

 

Woodson School 2018 Phase – Fifth Street Southeast (13th Avenue Southeast to Dead End), Seventh Street Southeast (13th Avenue to 16th Avenue Southeast), 15th Avenue Southeast (Sixth Street to Eighth Drive Southeast) and Eighth Drive Southeast (15th Avenue to 16th Avenue Southeast)

Estimated construction cost: $895,000 (Assessment Bonds – $625,000, WWTP – $220,000, SWUD – $50,000)

Last roadway construction: circa 1950s

1. Removal of existing asphalt pavement, curb and gutter, and deficient sidewalk;

2. Install new curb and gutter, 4.5 inches of asphalt pavement and six-inch aggregate base;

3. Upgrade storm sewer with addition of catch basins and repair/replace deteriorated structures;

4. Replace portions of sanitary sewer main (and service lines) and manholes and line remainder with cured-in-place piping;

5. Provide ADA pedestrian ramps at intersections and upgrade deficient sidewalk; and

6. Gas, water and electrical work from Austin Utilities.

 

First Street Northwest (Oakland Avenue to First Drive Northwest)

Estimated construction cost: $875,000 (MSA – $800,000, WWTP – $25,000, SWUD – $50,000)

Last roadway construction: 1976

1. Removal of current pedestrian ramps and deficient sidewalks;

2. Remove and replace traffic signal lights at First Street and Fourth Avenue Northwest and Main Street and Fourth Avenue Northwest;

3. Make joint, partial depth and full depth repairs on concrete pavement;

4. Rehabilitate exiting manholes and catch basin; and

5. Provide ADA pedestrian ramps at intersections and upgrade deficient sidewalk.

 

The council also approved the date of a public hearing on the proposed street projects, which will be held on Feb. 20.
