Former massage owner facing charges

The former owner of Serenity Asian Massage in Austin, the site of an April prostitution sting in which one woman was arrested, has been charged with three counts of misdemeanor unlawful acts at a sauna and massage parlor.

Frank Joseph Windish, 57, of Rochester pleaded not guilty to the charges in Mower County District Court on Monday.

The Austin City Council revoked Windish’s business license in June after a 61-year-old employee was arrested at the massage parlor for allegedly agreeing to an act of prostitution on an undercover police officer on April 24. The employee has since been placed at Safe Harbors in Rochester, a center designed to help victims of sex trafficking.

The city also cited other violations, such as failure to employ a local manager that is a resident of the city, hiring an unlicensed masseuse, and failure to disclose a prior felony conviction on the application as reasons for revoking the license.

Windish argued before the City Council that he had no intention of setting up a prostitution ring and that he did not believe Zhang was a prostitute.

Windish is scheduled to go to trial in October.
