Judge orders sex offender’s release

MINNEAPOLIS — A 24-year-old man indefinitely committed to the Minnesota Sex Offender Program will become one of its few inmates to be released after a judge dismissed Sibley County’s petition for his commitment.
Retired District Judge Thomas McCarthy ruled Thursday that convicted rapist Cedrick Ince (ints) is likely to sexually reoffend in a review ordered by the state Supreme Court in April. But McCarthy dismissed the county’s petition to commit Ince because he says there isn’t evidence that Ince met the legal criteria for commitment as “highly likely” to reoffend.
The state Department of Corrections will supervise him until he completes probation requirements in about seven years.
The sex offender program is the subject of a constitutional challenge in federal court and debate at the Legislature.
