Answering common new school questions

Last week I told you about the growing enrollments in the Austin Public Schools. This week I would like to answer some commonly asked questions and share additional facts regarding the $28.9 million bond referendum that will be presented to voters on Nov. 8.
Q: What is the district asking for?
A: The district is asking voters to approve a $28.9 million bond referendum. The proceeds of this bond issue would be used to add 6 additional classrooms at Woodson, as well as make interior modifications to the building. In addition, the proceeds would be used to build a new grades fifth- and sixth-grade school.
The Woodson addition would be completed for the start of the 2012/2013 school year. The new grades fifth- and sixth-grade school should be ready for the start of the 2013/2014 school year.
Q: Why a new grades fifth and sixth intermediate school?
A: Removing fifth grade from the elementary schools frees space that will be needed for the larger enrollments that will be moving through those buildings. Removing sixth grade from Ellis also frees space at the middle school.
In addition, the School Board has indicated a willingness to implement a STEM program (Science, Technology, Engineering & Math) in this school. Students would still receive their core curriculum but would have the opportunity to participate in STEM programs. This building would be designed to include science labs (something fifth graders don’t currently have access to in the elementary schools), as well as extensive technology.
Q: How much will my taxes increase if this is approved?
A: The answer to this question depends upon the taxable market value of your property, but I must explain something else first. The bonds used to finance the renovation of the high school 20 years ago will be paid off this year. The principal and interest payment that the district has been making is enough to finance $20 million in new construction with no increase to property taxes.
A residential home with a taxable market value of $125,000 would pay $137 per year on the new debt. But, their taxes would decrease by $68 per year due to the existing debt being paid off. The net tax increase would be $69 per year.

Q: I heard the district has already purchased property for the new building. Is this true?
A: No. The district has signed a purchase agreement to purchase the property south of Ellis Middle School, but only if the referendum passes. The new building would most likely be located just east of Ellis, facing Fourth Avenue and the current athletic fields would be shifted to the south.
Q: Where are the polling locations and what hours will they be open?
A: Because this is only a school district election, precincts have been combined into six polling locations. Here is the list of polling locations: Austin Public Library, Austin High School, Southgate, Banfield, Woodson, and Ellis.

Polls are open from 7 a.m. until 8 p.m. Tuesday, Nov. 8.
Q: What happens if the referendum does not pass?
A: While no specific plans have been made, the district will have to explore the possibility of leasing additional space. In addition, class sizes will most likely increase.
