Man suspected of abuse appears in court

Budd Richard Cooper, 57 of Robbinsdale, made his first appearance in Mower County Third Judicial District Court Monday morning before District Judge Donald E. Rysavy.

He will be formally arraigned 9 a.m. May 23 on one count felony second degree criminal sexual conduct, one count felony use of minors in sexual performance, one count felony failure to register as sex offender and one count felony possession of pornographic work involving minors.

According to the district court complaint filed by Jonathan Juenger, a Mower County Sheriff's Office detective, a Mower County Department of Human Services child protection services caseworker notified authorities April 28 that Cooper, a registered sex offender, was babysitting three Austin juveniles, ages 5, 9 and 12.

The 5 and 12 year olds are brothers of the 9-year-old girl.

The complaint further states that the children's mother was working and allowed her children to accompany Cooper to Mystic Lake Casino on April 20 through 22.

On April 29, the children's mother was interviewed and she confirmed that Cooper had taken the children to Mystic Lake Casino. The mother also confirmed Cooper took videos of the children. The registered sex offender's probation officer informed the detective that being alone with children was a violation of the conditions of Cooper's release.
