Caritino Ramirez, 30, was arrested by an Austin Police Department officer after he allegedly kissed and hugged an 11-year-old girl in Horace Austin Park.

Shortly after the incident, an officer responded to the girl’s home on the 800 block of 10th St. NE, where she told the officer she was biking near the Mill Pond when she felt a Hispanic man was watching her.

According to a police report, before she could bike away, she said Ramirez was upon her, hugging and kissing her face. Before she could get away, Ramirez told the girl his phone number and asked her to come back to his house. The girl told the officer she thought Ramirez said his name was Jose Luis.

After the girl wrestled herself free from Ramirez, she biked home and Ramirez, on a yellow bike, followed her.

While the officer was leaving the girl’s residence, he noticed the suspect on the yellow bike and ultimately stopped him on the 800 block of 9th St. NE.

The officer and Ramirez had difficulty communicating, since Ramirez spoke only Spanish. But the officer, who asked Ramirez where he was going, managed to follow Ramirez to 807 5th Ave. NE, where there were three other Hispanic men, who requested an interpreter.

At some point during discussions with officers, Ramirez admitted he was an illegal alien, using Sammy Gonzales’ documentation to gain employment at Agrilink in Waseca.

The officer asked Ramirez to produce the documents he used and Ramirez led police to 200 25th St. SW, where Gonzales lives with a woman. Gonzales, who the police report listed as a mechanic in Blooming Prairie, was not home, but the woman was. She turned over Gonzales’ papers, including his Social Security number.

Ramirez produced his own papers, including a Mexican birth certificate and another form of I.D. with the name Caritino Ramirez.

The police officer contacted Immigration and Naturalization Service agent Dave Linemann, who asked that a detainer be placed on Ramirez and that he be held in jail. Austin Police Chief Paul Philipp said the INS will have to determine if any legal action will be taken against Gonzales for providing Ramirez with the imposter documents.
